Any modern city expansion is a planned layout considering all sorts of things, environment, budgets etc.
When I added mods and assets the challenges became quite different but they were all still challenges. I started playing this game last year in November – I reached 30K citizen Vanilla in 12 Hours and frankly, that was not very hard. The creative challenge is to make your own boundaries on what you do vs whatever your plan is. In the end, whatever city you set up, there will be a budget balance showing how well you did or you are doing. Well, it is not always easier either – take a difficult terrain like mountains and even build at a pause with unlimited funds and it still can be quite a challenge if you stay in the reasonable.
